Locke is in charge of the Guard’s intelligence. He blames himself for failing to detect Midnight’s conspiracy until it was too late. He questions Gwendolyn’s wisdom in exiling Midnight rather than publicly executing him. The revelation of Abigail’s continuing treachery within Lockhaven has him utterly committed to rooting out everything that remains of Midnight’s rebellion within the territories. He has proposed sending patrols to each of the towns to conduct inquisitions to find any remaining loyalists, but Gwendolyn has absolutely forbidden this.
